Reading the past history on your application, I would hazard a guess that your application was placed into the INLAND queue. With INLAND applications, spousal app and PA app are worked on simultaneously. That's why it's taken so long, and why your sponsor hasn't received SA.
At this point, my assumption is that your file has finally been picked up, and they've either discovered the error (OUTLAND app in the wrong queue/office), or a document request is being sent out. Maybe for your CSQ?
At this point, I would strongly suggest that your sponsor contact her MP for help.
