Bachelor and Master degree is different subjects eligible for PR

I have completed Bachelor of Commerce from India and Masters in Computer Science in Management from India. Also I have more than 8+Yrs exp as a Software Engineer so I am eligible for QUEBEC Immigration.
Masters points they will count or not?

Why Quebec immigration and not a province like Saskatchewan through SINP program?

I can't say specifically about Quebec but I'm a federal applicant and my Bachelor's and Masters are in different fields. My application is approved. I don't see why not. I also have a friend who had an undergraduate in engineering and a master's in Finance and she is a landed PR. All the best.
