I am a PR and reside in Canada. My child was born in UAE and is now residing in Canada with me.

My 10 month old baby is on a TRP Case type 89 in Canada. CIC agents have told me different replies for how to sponsor her for her PR.

The first agent advised that my daughter should apply for PR on humanitarian and compassionate grounds accompanied by a sponsorship agreement and this application should be sent to BRO-Vancouver office.

The second agent stated that I should apply to CPC-Missisuaga as an outside canada applying. They asked me to ignore the fact that the application states that the person being sponsored lives in Canada

The third agent asked me to process an inland application to CPC-Vegreville Alberta.

I am very confused. If any parent has done this in the past 6 months, I would really like to know the right procedure.
 
For a sponsorship for a child on its own, there is no inland process, so Vegreville is not an option.
I don't know much about humanitarian grounds but as far as I understand, that's more when the other options are not a possibility.

In your case, since you're back in Canada, and a PR, you can sponsor your child. Use the "outland application", and indeed, ignore the fact that it's mostly for people living outside of Canada. Just fill out the application.

The only thing to watch for is: do you fulfill the residency requirements? Because CIC will have a look at that. If yes, then go ahead, and file for PR for your child. You will have to maintain his/her status in Canada as a visitor, apply for an extension of the TRP before it expires, and show the proofs that you have applied for PR, so they know that you are taking the steps in the right direction.

Is there any reason that you know of that you or your child wouldn't meet the requirements for an ordinary sponsorship? If so, this is probably the reason that the first agent told you to file an H&C application.

Yes - frege has asked a very good question.

I don't understand why H&C was suggested to you. The normal process should be absolutely fine unless there are circumstances we don't know about (e.g. the child was born before you became a PR but you failed to declare the child in your PR application). If there's nothing unusual about your case, definitely go the regular route. Don't over complicate things for yourselves.
