I have a question about the lvp for my baby born in the U.K.

I’m a Canadian citizen and my husband is British. I have just finished the application for her certificate of citizenship, all I have to do is pay and hit submit. I would also like to apply r for her limited validity passport as I see processing times are quite long for the certificate and we plan on travelling home so she can meet my family. Problem is I haven’t bought tickets or made arrangements as of yet, for a few reasons, one being that my baby is medically complex. Can I apply for this without evidence of impending travel? We probably wouldn’t attempt to travel until August. Things over here are very tense for our family at the moment and It is a huge source of stress that I wouldn’t be able to take her and jump on a plane back home if things were to get out of hand. Any insight?
Should I buy a ticket solely for the purpose of getting the passport and pray I get a refund? Is proof of travel necessary? She already has a British passport but it’s my understanding that she can’t use this to fly into Canada if she is Canadian.

She cannot fly on the UK passport alone. UK passport holders require an eTA to fly to Canada. However as a Canadian citizen, she does not qualify for an eTA and this is why you need the limited validity Canadian passport.

Unfortunately I don't have any experiences applying for the limited validity passport. I know you have to show that you have applied for the certificate of citizenship (which you've done). However I do not know if it is mandatory that you show a flight has also been booked. Hopefully someone else will be able to comment.

Note that you need your husband's written permission to bring the child to Canada if you end up traveling without him. Make sure you have that so that you don't run into any issues at the airport.
 
Would add that if your child is medically complex make sure to travel with travel insurance unless you plan on permanently making your home in Canada 6-12 months depending on the province to qualify for healthcare coverage. There is up to a 3 month wait period to qualify for a health card and coverage depending on the province

Don’t purchase any plane tickets is the typical rule because timelines aren’t guaranteed.
