If the baby has a visa exempt passport to Canada, you could simply take the baby with you and worry about the paperwork later. However, seeing as you are in Iran, I assume that is not the case in which case you need to do the following.
1. Get proof of your mothers illness (letter from doctor) and get proof of travel (tickets that you can change in case immigration isn't fast enough and you have to postpone).
2. Apply for a citizenship certificate for the baby through the visa office in Ankara, form here: http://www.cic.gc.ca/english/citizenship/proof.asp and Ankara here: http://vfsglobal.ca/canada/Turkey/index.html At the same time, send an application or a temporary passport for your baby based on your urgent need to travel. Send the proof of your mothers illness and your proof of travel.
