Baby born outside Canada (both PR Parents also outside)

Dear All,

I, my wife and our daughter did our soft landing in Canada in August 2019. After 31 days all three of us came back with PR status to our Country of Residence (Qatar). Then, ,my second daughter was born in March 2020. My question is simple. How can I bring my 2nd daughter to Canada?
  1. Should I apply for Visit Visa on her behalf? But the application package requires an Invitation letter from a person in Canada.
  2. I cannot sponsor her because both of us (wife and I) are currently outside Canada.
PR Residency Obligation will expire in August 2022 for the whole family.

1) Invitation letter is optional
2) You must sponsor her (to become PR) when she arrives Canada with you

Sir,
On the documents checklist it is showing as required. Should I just apply without invitation letter?
If TRV/TRP failed, one of the parents will have to come alone to Canada and sponsor the child for immigration.
