Authorization letter to carry passport

Hi Guys,

I have got my passport request from Buffalo. I would like to write an authorization letter for my brother to carry both our passports (my wife and I) to cross the CANADA / US border and submit the passport for PR visa stamping. Authorization letter would be signed by both of us (principal applicant and spouse). My brother is US citizen. Is it going to be problem for him on Canada / US border to carry our passports with authorization letter?
