Authorization for WES form from Anna University

Hi..I am just going to start WES educational credential assessment. I have done my BE from anna university. I am aware that inorder to send the douments to WES ,we need to get transcript from university as well as to get the WES form (Academic Records Request Form) authorized from university. For this do we need to submit transfer certificate (TC) to university? Pls Help.. Thanks

I had applied online for Transcripts & ARR Form, and got struck at the same point. "Submit the transfer certificate from University", which no college will provide until we approach them and apply for it. No other documents will be considered as a replacement document for TC as well. Any suggestions from anyone will be helpful..
