Australian optional document upload

On my 'upload documents to your checklist' page, I have the option to upload a 'letter of explanation'. After submitting my application, I was sent an additional letter requesting I upload my national police check a 2nd time.
I did this 5 weeks ago and still on my checklist, I have the option to upload an optional document, 'letter of explanation'. I still have not received a letter of acceptance and am wondering if I HAVE to upload an optional document for my application to continue being processed. If so, what information do I include in my letter of explanation. If not why is it taking so long to process?!
