Hi Guys,

I hope you can clarify this one for me :)

If an Australian Citizen who just received her Canada PR Confirmation returns to her country of origin without the PR card (Because the PR card has not arrived yet)

Can she return to Canada without having a problem with the Immigration?

If the person does not have a PR card, she needs to apply for PR Travel document in order to come back to Canada.

If you want to fly back to Canada you will need the PR card or travel document mentioned. http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=605&top=22

In all honesty the airline probably won't even let check in for the flight if you don't have either your PR Card or a PR Travel Doc. You'd be flagged right away for not having an eTA at the airport.

Why can't they come back using their Australian passport and the COPR inside? I did this same thing on the US land border -- is it the difference between flying and driving?

Yes, because of the eTA requirement. You don't need at eTA to cross through a land or sea border.

As an Australian citizen, if you are granted PR, you cannot be issued ETA. You would have to apply for PRTD (also read disclaimer by IRCC in given link)

Your best bet is to travel to USA by air under Visa Waiver Program (you must have a valid Electronic System for Travel Authorization (ESTA) approval prior to travel), go to the nearest Canadian border crossing by land or sea (not air) and cross it by showing your passport and COPR. Basically, you can arrive in Canada in your private vehicle by showing your COPR. By private vehicle, I mean you can even fly in your own private jet without a PR card if you want to. Restrictions of PR card for air travel are imposed by commercial airlines in order to avoid deportation costs.

If you are a citizen of a country who is listed under 'ETA', then you need to apply for it. Cost is $7 and most are approved within minutes. Australia is included in this list.

If you are a Canadian/US citizen or a foreign national with a valid Canadian PR card or Visa, then you don't need ETA.

HOWEVER, if you are given Canadian Permanent Residency (COPR) but don't have PR Card in hand and somehow ended up outside Canada, then you will not be allowed to board any commercial airline carrier. You have to arrive Canada in your own personal vehicle. This personal vehicle can be your own private jet. You can avail other non-ETA required routes (details given below)

ETA is only required for air travel. If you are travelling by sea or land, you don't need ETA.

In case of no PR card, you can enter Canada via US border by land (or a private vehicle) by showing your passport and COPR. There, CBSA officer will access your documents and RO and will let you in. Bear in mind that you need to have a valid ESTA before boarding a US bound flight in order to clear US immigration before entering Canada via land.
