I sent my application in August 16th 2013 , dose that mean that they will return my application because they had posted a new citizenship application form which 9-2013? at the time I sent my application they only form was available is 2-2013. I notice that the two forms identical

No they wont. I applied in August as well.

The form came out in Sep, so we are good.
