Attaching the Photos

In certain places (e.g. 0008) there are spaces provided directly on the paper for photos. Are we to attach the photos ourselves in the provide spaces, or do we just include an envelope containing all the properly labelled photos?

Don't attach the photos they are to be submitted in an envelope.
