ATIP Report-Clarification

Received ATIP report and need a clarification :

Under Activities 9 on the last page of report it is mentioned
Type:collect data
Status:complete

What does it mean?
Does it mean file is complete and ready to be transferred to local office pending background check as under CSIS clearance nothing is mentioned apart from generic info under the security clearance activity.

Meaning all your info such as unique id, PR card number, payment receipt number have been captured into the case system. This is just the first step. Your first page activities show the current status. If you see status is in transit, your file is on its way to local office. Sydney usually perform all background check before sending file to local office. I'm not sure about others. Mine is like that.
