At what point can I start working?

I am currently in Canada on a work visa, specifically for UBC (LMIA excempt), my work visa doesn't expire until the end of 2022.
However I no longer work for UBC, but I have a job offer from a company.
In order to work for that company I would need to acquire an open work permit.

The best road to receive such an open work permit is through Express entry as far as I can see.
First I would need to apply for express entry PR (which means I need to take a language test, and validate my PhD, which takes about 2-4 weeks I believe.).
Once I have applied for PR, I should get a receipt which I can use to apply for a Bridge open work permit (BOWP).

The question is whether I can start working for the company as soon as I have submitted the BOWP or do I need to wait for that to be fully processed (takes about 3 months I believe?) before I can actually start working?

(I had a quick free discussion today with an immigration consultant who stated that he believed I should be able to work as soon as I had submitted the BOWP, but he wasn't 100% sure. And I haven't been able to find any information about this?)
