I like to thank Leon for his reply

1) I am sorry to say I did not obtain Canadian Citizenship first time round.
2) Yes, purely technically I am still a Permanent Resident (nobody has so far revoked that status)
3) Do I have an obligation to disclose that I am a Permanent Resident?
4) My present German Passport (fairly new) does not give any indication of Permanent Resident.
5) Does the Immigration officer have a data base to check against?
6) Is he likely to do that?
7) Are all visitors kept track of, and when overstaying deported?

1) If you had, you would not have been able to stay in Germany for 10 years to take care of your parents. You would have needed to immigrate again.

3) Hmmm, I think I have never seen it stated black on white anywhere that you are under the obligation to disclose that but it would be the morally right thing to do. Read http://www.cic.gc.ca/english/resources/manuals/enf/enf04-eng.pdf and see if you find anything about it.
4) Yes but it is possible that they have a record of your name and date of birth and they will recognize that you were a PR years ago. If they ask you about that, what will you say? If you say that you came to resume your PR in Canada, they will probably ask you why you did not disclose to them that you are a PR.
5) It seems they do. I have heard of one person who had a PR has a child and came to Canada on vacation. He was asked if he was a PR and after a bit of hassle, they let him in but told him that he must contact the embassy when he gets home to give up his PR status.
6) Depends on how the database is laid out, doesn't it. Maybe it checks it automatically when they scan your passport.
7) No, exit checks are sporadic or at least have been until very recently. They are taking them up now to help catch people who cheat on their PR residency requirements and citizenship requirements but my guess is that even if they have already started, there are still places that don't do it yet.
