Asylum withdrawn from other country

My friend was in UK for 5 years, he was legal during his stay in UK, no criminal record and no overstay. At the end of his visa in UK, he came to Ireland and filed an asylum case, but he decided not to go further with asylum application and withdrew his case and returned back to his home country. Once when he was in UK he was refused to US visiting visa. Now he wants to apply work permit to Canada, but because of his previous cases he is confused and worried if he puts an application to Canada and it gets refused. Can anyone suggest how fair it is to apply for a Canadian work permit, what are the chances?

With a withdrawn refugee claim and a US refusal, your friend should expect his chances of a WP or any other visa to Canada will be difficult to get approved. IRCC will be concerned he will claim asylum in Canada.
