I'm currently in a situation where I'm seeking employemt from within Canada and make my application for a work permit through an immigration service. I'm wondering if there is any way to obtain some kind of assistance as a temporary resident/visitor before then. Thank you.

By assistance - do you mean financial assistance? If so, then no.
