I tracked my passport through the tracking number given to me by the Los Angeles Application center. The result came up! (Your current application status is Passport Received by the Visa Office - Under Consideration ) What does it mean by UNDER CONSIDERATION While my Visa had already approved.

A passport request does not imply that a TRV has been approved. It's only after your passport has been received by the visa office that a final decision (Approval/Refusal) is made
