Asking to pay 490 for RPRF but MR not received ?

Hello Friends

Quick info – I had applied under CEC SEP 2014 and got the AOR 30th Jan 2015, today I got the email asking to pay 490 dollar as Right of Permanent Residence Fee (RPRF) and but I haven’t received any medical request.

This is the normal process? Asking as I always assume that I will get the MR after the AOR (under normal situation), please suggest?
