A friend of mine from Eastern Europe got a letter from the government saying they have finished completing the processing of his PR application. His PR will be granted when he provides them with valid passports for every person travelling to Canada, payment of the right of permanent residence fee, two updated photos for each person, and the height and eye colour of him and his spouse and children. One problem. He is divorced, and the government is aware of that, however, in the last couple of years, after his divorce, he got a girlfriend and had a child with her. Further down in the letter, it says if anything changes in his family situation (marriage, divorce, common-law relationship, give birth, etc.) to notify the office responsible for his case immediately. His concern is that if he discloses the fact he has a common-law girlfriend and son so late in the game, they may deny his PR. Thoughts?

He MUST disclose them or he will not only have misrepresented his situation, but he will never be able to sponsor them. He cannot land in Canada until he has corrected this issue or he will create a very sad mess.

Yes, he will need to provide documents (forms, birth certificate, statue declaration of common-law, etc) for his partner and child. Then CIC must do security checks on the partner. It usually delays the process by 2-3 months.

As it was already stated, if he lands as "single" when he was in face in a common-law relationship and had a child, he can never sponsor the partner or child. That's never. There is no appeal option, no H&C grounds. No way around this. Failure to declare family is misrepresentation and disqualifies them from the family class permanently. He could also risk his own PR for misrepresentation.

One more question. Apparently, when my friend's common-law partner had the child, she prepared documents, etc. to not indicate the father of the child. My friend now tells me he wants to bring his child and common-law partner over here by claiming (obviously, falsely) that the child is his step-son, and not his son. I've told him he must man up and tell the government that he is the biological father, which he is, but he seems hell-bent on this deception, and he thinks he will succeed because there are no papers anywhere listing him as the father. How do I get through to him the importance of 100% honesty with CIC?

Well, visa officers are known to ask for DNA tests sometimes. If they request it and find out he is indeed the biological father, he can kiss his dreams of coming to Canada bye bye. It's not worth it.

Also, they have to indicate when they became common-law partners and the child's birth date. Personally, I don't know any man of good virtue who would not want to claim his child publicly. Which mother also has a child and deliberately leaves out the father's name unless she herself doesn't know who he is?

Is he attempting to do this to get out of child support in the future? If that happens to come up, remind him he's bound for ten years to support the child.

I have no idea why he didn't just tell the truth from day one. He has yet to give me an explanation as to why he didn't. I'll remind him about the child support.

He is doing his own application through his employer. I know better than to help him with this. Even his employer has told him he'd better be honest regarding his situation, because they know his situation, as well.
