Asked to (re)submit

I started my application process for FSW in Februay 2010.

It has been transferred to the NY office. I have submitted my medicals and FBI.

They sent me an email today requesting IMM8, Schedule A, Schedule 3, IMM5406, FBI report. It feels like I'm restarting from scratch.

Has this happened to anyone and what does it mean?

They want to know what you have been doing/living/working during the the last 2.5 years.
