Asked for RCMP criminal record check canada EE submitted in India

Hi all,
I have submitted My EE application on September 14 from India. Then I got an email in my cic account saying that they need this RCMP criminal check document from canada. I dont know why they asked for this as on cic website it clearly mentioned that PCC required except Canada.

It isn't required during submission but CIC can (and do) ask for it later in the process from some applicants.

Could you please guide me how can I apply for RCMP from India and they gave me submition date till November. And do you any idea how much time it'll take to get rcmp.
