Ask for Visitor Record or Passport Stamp???

My boyfriend will be coming to visit me here in Alberta, Canada in early January 2020. Plan is for him to stay for 6 months, during that time we get engaged, possibly married too?..and then we'd begin the Outland Spousal Sponsorship process.

Here in Alberta, a U.S. visitor to Canada can apply for Alberta Health Care coverage if they have a Stamp in their passport, or a visitor record...and the length of their AHC coverage coincides with whatever date is written under the Stamp (if no date, then it's 6 months), or whatever date written in the Visitor Record. We obviously want him to have AHC coverage while here............but my understanding is that there's no guarantee they will a) stamp his passport or b) give him a Visitor Record. For the record, he won't have a return flight back to the U.S. booked when he comes here in January as it's silly to book a return flight that far in advance given that that far in advance he'd be paying full fare when waiting longer to book there are always seat sales. I'm sure the Border staff will ask him why he doesn't have a return flight booked and that's the reason he'd provide them with. We're hoping then that the fact that he does NOT have a return flight booked at that point will be enough for them to give him a visitor record?............but what if they don't? And what if they don't stamp his passport.....would it raise a red flag if BF was to ask for a stamp? or a visitor record? (obviously not telling them about the AHC stuff)........though I can't imagine what legit reason he'd be asking them for either of these? Could he not just be honest and say "I'm hoping to be allowed to stay for 6 months to visit my girlfriend, spend more time with her, get to know her family, get engaged.....so do I need a Visitor Record?"

Also, is it true that it can take 3-4 months for a Visitor Record Extension request to be processed? Seems I read that here recently. If that's the case, if one is hoping to stay longer than 6 months, should they be doing the online extension request at the 2 or 3 month mark to take into consideration how long it could take to be processed?........or would that seem strange to be here for only 2 months then already requesting an extension?

Asking for a stamp or visitor record will prompt questions as to why you want it, and you would need to tell them at that point that he intends to marry you and not leave, and he wants Alberta health care.

Those would be more red flags than outside the Kremlin in October.

Also, it's hard to tell, but the Alberta Health website about foreign eligibility for AHC says you need a "study or visitor permit," and a visitor permit is different from a visitor record or a visitor visa. He would also not be legally eligible to stay in Alberta for twelve months or more, which is also a requirement. But I may be wrong, since a lot of people confuse and misuse temporary resident visa and permits since the language is so close.

Just arriving as a visitor may not be sufficient for health coverage. I'd encourage your boyfriend to buy travellers insurance.

Hey, my spouse did this just a few months ago! He got pulled into second screening but ended up giving him a stamp (he didn't ask for it). The stamp is enough to get him Alberta health care. If he doesn't receive the stamp, you can request a visitor history record (done online) to show his date of entry into Canada. AHS has confirmed with me multiple times, along with the registry office, that they accept this. I think it takes 1 month to receive the history.

I am wondering about applying for extension early as well since spouse's 6 months are up in February. If the process time is that long, then I should apply now rather than end of January?
