As a new comer through SINP, can you travel outside the province?

My question is, after landing, can a new comer travel back to his home country and spend like 2 months every six months before returning to Saskatoon.

The 3 years a PR holder must spend in the province, is it cumulatively or concurrently ( at a stretch?)
