As a future second class Canadian do I have the right to a US bank account?

By the looks of it C-6 isn't going anywhere, which makes me wonder if I am to apply for second class citizenship under the current rules will it be a violation of my oath of loyalty to Her Majesty to be in possession of a bank account and credit card at an American bank like thousands of first class Canadians have? Will I be required to beg for forgiveness (declare) this sin on my application for second class citizenship or will it forever hang upon my head as a cause for banishment?

Not at all. Opening an account in the USA for non resident of the US could be hard if you do not have social insurance of USA nor have you US residence address. It will depend on:
1. The Bank, each has its own policies and requirements
2. Your motivation, why you need an account in the US?
3. Proof of income and its source
4. Tax returns
5. Identity and background search
6. The Bank officer who will handle your application
If you have to beg any party, it would be the bank and this is nothing to do with H.M or being Canadian or non-Canadian though being Canadian make it easier.

The question is about intent to reside.

opening account anywhere on earth has nothing to do with intent to reside unless you reside where you opened the account ie in USA

Lolz
Wait for another legislation for "intent to reside in Ontario"
