arranged employments - dependent with job offer

Hi,

In my case I am main applicant and on deputation in Canada, my employer is not ready to provide me the employment letter. The other option I see is my wife is on open work permit and she has got permanent job in Canada. So can it be considered the dependent employment for the arranged employments category?
Do we/employer need to get the HRD or any other approval ….

The employer has to get LMO or AEO approved from HRSDC before you can apply for FSW2 category.
