As long as an employer is not on CIC's ineligibility list (and currently no one is), then he/she is free to apply for an LMO.

willing to apply for an LMO, then that's a more complication question, especially if you're outside Canada at the moment. You can start with the popular job boards - monster, workopolis, job bank, kijiji, etc.
There are certain types of jobs and regions of the country where LMOs are more common - for example, in Alberta there is demand for construction trades (welders, pipefitters, etc.) and service jobs (fast food restaurant workers, cooks, cleaners, etc.). If there's a shortage of Canadians available for a particular job in a particular city/town/region, it's easier to get an LMO.
