You can't arrange an LMIA. This is something the employer must do. The first step is for you to find an employer in Canada who is willing to offer you a full time job. That employer must also then obtain an LMIA. There are no employers on this forum. You'll have to apply to jobs through job web sites (e.g. indeed) and hope you can find a job there.
