Are vocational schools post-secondary programs?

Do vocational schools, such has 10 month full-time hair stylist training and 10 years of government licensed work in the field count as a "post secondary program" for Canadian Citizenship requirements?

If you got only a trade certificate, it is not accepted. But if you have a diploma, it will be
