are this ielts result accepted?

hello,
My brother wants to apply for the new express entry he only needs the ielts to prepare his application so when he did the ielts test he got the following results: listening: 7 reading: 5.5 writing : 6 speaking 6.5 overall score: 6.5 so can he apply? we made search online and through cic website but can't find anything that says if he got 5.5 on a one of the scores he can't be eligible! but on different forums we found out from people that he can't apply.
Please seniors your help is so appreciated. thank you

You need a minimum of 6 in each band

A minimum of 6 is needed in each band. You can try entering the scores in the Canada eligibility check tool and see. http://www.cic.gc.ca/ctc-vac/getting-started.asp

he should take 6 in reading too.
