There is a stream called Federal Skilled Worker under Express Entry, which uses the CRS points that everyone knows about http://www.cic.gc.ca/english/express-entry/grid-crs.asp

Today I was reading the Application Guide for Ontario Human Capital Priorities Stream (http://www.ontarioimmigration.ca/prodconsum/groups/csc/@oipp/documents/document/oi_en_hcps.pdf) and there is an APPENDIX 1: CIC PROGRAM CRITERIA – FSWP AND CEC, which is also linked thorough the text and talks about a Feredal Skilled Worker Program with a different point system. It even links to this page http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

Could someone explain this please? Are there two different FSWP? Or is this an outdated information about an old FSW program? Still, this page linked above was updated in january 2015, after express entry has been launched, so I can't make sense of this.

There is only 1 FSW program - the link you've shared explains the details - it is based on a 100 point grid with 67/100 being the qualifying score. It is a binary program - you're eligible at 67 or higher and ineligible at 66 or lower.

EE is an umbrella application processing system which brings different immigration programs (FSW, CEC, PNP, FST) together under a single window clearance mechanism. Figuratively speaking, EE is the highway to Canada with each of the immigration programs being one of the buses that can take you to the destination. But there are distinct eligibility criteria for each program. FSW is one such program with its own qualifying criteria. Once eligible, you can 'board one of the buses' but you can't just get into any bus - your bus number is decided by your CRS (Comprehensive Ranking System) score. That's the point system linked with ITAs. ITA is a ticket for the journey and, so far, only bus numbers 450 and higher have left towards the destination. Even with a valid ticket (ITA) and after boarding the bus (eligibility for one/more than one immigration program), you can still be refused midway to the destination if the ticket checker (CIC/ and/or LVO) find something missing/incorrect with your application. If everything checks out, you're on the EE highway coasting along to Canada.
