Are Quebec fees refundable?

I just sent my Quebec immigration file yesterday, and I need to know.. are the fees refundable or not?

Hi,
I am planning to apply for CSQ next week,but I am confused while filling the form in section (8.1) as follows:

8.1 Are any of the diplomas entered under Question 8 Québec diplomas or their equivalent and found among these choices:

Options
Québec diploma
Canadian diploma
Diploma or training recognized as equivalent by a Québec regulatory body (except medical degree)
Foreign diploma covered by a mutual recognition agreement (ARM)

My Profile is as follows:

UG(Full time)-Bachelor of Computer Application - 3 Yrs
PG (Anna University Distance Education/Correspondence)-MBA (IT) - 2 Yrs

Note: I have attended 16 hrs of classes per week through out the distance course completion.

Area Of Training:
I can see BCA/Bsc Computer Science available in section-c of the area of training.

Working Experience:
3 + Yrs Of Full time experience as a Software Engineer in MNC Company,
2 Yrs of part time experience during college days as a Software Programmer in a small IT company,

Experts please help me to fill this question 8.1 and complete the application..............

HELP!!!!

Hi Seniors,

I wish to know if one's payment for the CSQ can go to the BIQ in a different mail other than the application PACKAGE for the selection certificate? This is because the person who's credit card is to be used to pay my fees lives in another country...and checking out the payment forms, the owner of the card has to sign it, and the principal applicant signs, and the form included in the application package before sent,else it will be returned!! I am confused!!

HELP ME!! :'(
