Are inland applications directed to cpp ottawa by default?

I chose the visa office in my home country on my application form, but my application is with cpp ottawa now, and the secondary office is buffalo. I didnt choose buffalo cuz i knew it would be slow.

Does this happen to everybody? I thought we could choose the visa office? Thanks.

Btw, ottawa is so slow!!!
