ARC goes before family sponsorship or send it together...

so my wife lives in mexico, she was deported back in 2013, we went to the border usa/can we have being told that she need to aply for an arc. my question is if do i send the sponsorship application with her arc application or send the arc to the consolat before send it the sponsorship application.

You send the sponsorship application and then wait for them to request the ARC .
