Appointment of Representative for TRV?

My husband will be applying for a TRV. I live in Canada and he lives in Peru. As we are married, do I need to be appointed as the representative in order to inquire information about the status of his TRV?

Also, does anyone know if he submits a marriage certificate to prove our relationship, does it have to be an original?

In my case we did provide our original marriage certificate. It will be returned to you, but I think its better if you do so.

I ended up speaking to someone on the phone line, and she told me an original is not necessary. Of course, who knows -- some crazed visa officer might not be as relaxed as her.
