Applying wife sponsorship from a 3rd country

Hi there,
I had a question about sponsoring my wife. We are pakistani citizens, i am also a canadian PR but my wife is not. My company transfered me from Pakistan to US on a company transfer visa called L1. My company also transfered my wife on an L2 dependent spouse visa to US. Now my company is transfering me to Canada from US. I applied for my wife TRV which got rejected :( Now i am trying to permanently transfer to Canada via my company and sponsor my wife while she is in US. My company has told me that as i move to Canada they will not cancel my L1 and my wifes L2 because i need to travel to US for business every month and they dont want me to lose that L1 visa which they spent so much money in getting for me. Me and my wifes L1/L2 are valid till 2015. Now technically my wife cannot stay alone in US while i have permenantly relocated to another country since she is on an L2 dependent visa which depends upon me being in US. SO if i am outside of US and she is in US even though her visa is valid but her status can technically be considered invalid. THe US government allows some flexibility for cases when the person is working in US but traveling outside of US for business while his wife stays in US but again the US government only findsout about these things when u r entering or leaving US and if my wife stays in US for 3 years technically everything should be ok.

Now what i want to clarify is that once i sponsor my wife from Canada while she is in USA for 3 yrs on an L2 visa can the canadian government reject the application on the grounds that since her visa is dependent upon me in US and i am claiming that i permenantly moved to Canada so that makes her status in US invalid. or do you think the Canadians dont really get into that level of detail as long as the visa is valid in USA and for minimum 1 year ? Since my company wants me to retain my L1 and wifes L2 then do you think its a good idea to get a letter from my company and attach that with my wife's visa application ? Do you also think that the Canadians share all this info with US government. I dont want a raid in my US house while i am in Canada and my wife gets into trouble.

Pls advise if i can apply for her immigration from USA or does she need to move to Pak before i apply.
