Applying Visitor visa for my brother!

Hi everyone,
Please clarify this .

Can I apply visitor visa to my brother?
Here I'm talking about applying application myself for him, I'm not asking about sponsoring him.

I tried to look in internet,I didn't get clear answer about this. All I found are about sponsoring him and giving him invitation letter.

If yes,please share me guidelines in short.
