Hi,

My Mexican friend in Mexico is in a strange situation. She planned a July 3rd round-trip Alaska cruise out of Seattle but she did not realize until the last weekend (20 days before) the trip that it stops at Victoria, BC for one day and that she will need a TRV visa. She applied online for the TRV on June 13th, and has her flight to USA is for June 17th. The options she has are:

1. Cancel the June 17th flight and wait for the TRV to get processed in Mexico, and re-book the USA flight for around July 1st after she get the TRV stamped in her passport.
2. Come to USA on June 17th, send the passport to Mexico City from USA after they request her passport, AND receive it back at her USA address.

My question is around option #2. Is that even a possibility? Would they even mail the passport back abroad?

Thanks!

Is the TRV guaranteed by the VO?

No, there is no guarantee, but if her application is denied, then she will stay with her family in the USA and not go on the cruise. What I am not sure about is the sending passport abroad thing since when she applied for it she was in Mexico. What if she never receives her passport in the USA and then she will be stranded in the USA.
