Hi
I've been looking for some help when it comes to this topic, but I can't seem to find anything anywhere!
Hopefully someone on this forum could help:

I moved to Canada (from Argentina) in 1999.
About 2 years ago, I got deported from Canada while still being a minor (along with my mother and siblings).
It was really upsetting because I've grown accustomed to the lifestyle that Canada has offered and
the only thing I want now, is to visit family and friends that live there.
I am 17 now, and wondering if I can apply for a visitor visa to Canada.
I'm sure I would have to pay the government back for some sort of deportation fee.
If it's possible to apply, would I need to do some medical exams? Will I need an ARC/invitation letter?

Thank you in advance for answers.

If you were deported then you will need an ARC to return and will also have to re-pay the cost of the flight that Canada paid to deport you.

Given you were deported, it's unfortunately quite unlikely that you will be approved for a visit visa. However you can always try. If you want to try applying, you should submit an application for a visit visa (TRV - temporary resident permit). The ARC will be dealt with as part of the processing for the visit visa.
