Applying to PR card from USA

Hi,
I completed my soft landing in Nov. Will move to Canada in Feb 2023. Currenrly residing in the US. Is there a way to apply for my PR card before moving to Canada permanently? Does letting know of address change to IRCC trigger my PR card application or should I fill an application for getting the PR card??
