Applying study permit

Please help. My kids are all tourist and planning to come here in Canada. I am a TFW. My plan is to start applying study permit for them while they are not here yet because I want to take advantage of the new program that visitors within Canada can already apply study permit starting june 1, 2014. And after maybe a month i will let them come over for them to have the physical exam here in Canadaand just wait for the study permit while here in Canada. Will this work out fine?
