Applying spouse application

Hello everyone I’m just asking on behalf of my friend. Actually my friend got married to a Canadian citizen last year . During this he was working in Noc A position and they applied for spousal application 2 months before and haven’t heard anything yet . But now he wants to apply for pnp as he is eligible for that .
Can he apply for pnp as he already has spousal application process?
What should he include why his wife is not accompaning ?
Is it true that you can apply pnp when there is processing of spousal application?

This makes no sense why would he wait longer for PNP. What do you mean spouse not accompanying? How long did they date before getting married? Did they get married when he had a lot of time left on his work permit?

Yes he married last year and then now he was thinking that he can apply for express entry pnp as it is more faster than spousal application. What do you think he can apply pnp or not ?
