Applying PR for the baby

Hi...

I know there are many experts in this forum, sincerely need your help on my doubts and questions for applying PR for my baby.
I and my spouse hold Singapore passport, we are Canada PR since 2 years ago and only physically in Canada for about 1 months time, our baby is born outside Canada currently is 1 year old and never been to Canada. The baby has both Singapore and China passport. We and the baby plan to go to canada in the next 2-3 months time and plan to stay there in the next 2 or 3 years. I have some questions:
1. Since baby has Singapore passport, entry VISA is not required, how long can the baby stay in Canada? We need to ensure that the baby can stay in Canada at least until he get PR status. Can I do anything before arrive in Canada so that I can avoid doing extension of stay after I arrive in Canada?
2. We plan to apply PR for the baby as soon as we arrive in Canada, I know there are 2 ways to apply. One is within Canada and the other is through VISA offices outside Canada. Which way is better/faster for us? Considering things such as medical cover for the baby before he get PR status, and child care/school cost for the baby, extension of stay in Canada, easy of travelling abroad etc etc..
3. If apply through VISA office outside of Canada is better, since the baby has China and Singpapore passports, can we choose China BeiJing/HongKong to process, as they takes only 8 months time while Singapore Visa office takes 30 months time.
4. Anything else that we need to consider??
Appreciate any comments/directions/hints, or related information from cic websites. I am feeling hard to find relavent information from cic websites. Thanks in advance!

1. The baby will have 6 month visitor max stay in Canada. You would have keep renewing visitor status of baby while PR in process.

2. There is no inland PR sponsorship for dependents. You have no choice but to do outland PR sponsorship.

3. Not 100% sure here. CIC will determine which VO office to send the application to based on the child's nationality. It could get sent to China route or the Singapore office. You can choose which one you want to use for processing. Chances are CIC will choose the one you want.

4. None that I can think of.
