Applying PGWP from home country

I completed my program in 15 August 2018 and my study visa is till November. I am travelling to India in 2 weeks for a month. I am expecting my transcripts in 2 weeks.

1. Can I apply for my PGWP in India?
2. Will I face any issues by immigration officials on my re-entry to Canada?

1.Yes.
2.No. Although you might need to wait until you get it to enter Canada, not sure here.
Make sure you get the correct required docs, some schools require you to get a physical copy not the one you can print online so plan accordingly.
