applying out of home country 'status'? help!!

i read that if applicant (applying for a temp work visa) applies from outside of their home country they need to apply somewhere where they have "status" (exact word i read on cic.gov.ca

what does that mean.
if my husband is currently on a temp work visa in hong kong does that qualify as "status" or does he need residency, lengthly work visa, or student visa to be able.?

90 days at a time but is instantly renewed so basically he is living in hong kong 6-9 months a year on temp work visas.
