Applying Lmia help please!

Hello,
I am on PGWP working in daycare for about a year and half in ontario , same emplyer. I am thinking of applying for LMIA to claim job offer point in express entry.
Anyone here could help me out with the steps of applying for LMIA ? And where to start?

I am under Noc B , does it matter if I am in low or high wages? How should I know . Thanks

1. Your employer has to advertise the position and pay the fee for the LMIA.

I think my employer dosen't need to pay since I am on PGWP and I am applying just to support my PR . Is that correct ?
