applying inside canada for a new visitor visa

hi! i applied online last May 16 for my mother's visitor visa. My mother is currently living with me in Toronto, she came here last April 6, 2013, as a visitor and holds only singe entry visa, she still has a valid visa till October of this year. The reason why i applied for another visa, is that we are planning to take her for one week trip to Jamaica next month. Does anyone know if her visa will process with in canada or outside canada?
