Applying in person at New York

I am a US citizen of Indian origin residing in New Jersey. My parents are visiting us from India and we are travelling on a Carnival cruise that has a stop at a Canadian city. We would like to disembark and do some sight-seeing and the cruise operator doesn't provide any assistance in terms of getting a Canadian visitor visa so it is up to us to get it.


I am planning to take my parents to apply in-person at the Canadian consultate in New York, they accept applications from 8am to 10.30am.

Questions

1. Can we pick up the visa on the same day in the afternoon? What time?

2. If so, can someone else pickup the visa on our behalf using whatever reciept documents we get in the morning?

3. Does my mother need to apply in person too or can my father submit the application on her behalf? The reason I ask is that the application itself has just 1 "primary" applicant (my father) signature.
