applying for work permit after recieving approval for provisional nominee

hello,
I am currently on visit visa where I decided to apply for provisional nominee program and have received my letter of nomination for the provisional nominee program for NS and I am currently in Canada, I have managed to find a good job and received a job offer and the supporting letter.

when I asked for the process of applying for a job permit I was told by CIC that I have to be outside of the country to apply for it. I asked If its possible to apply online I was told to try!

one of the questions "Does one of the following apply to you?" and one of the options was " I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval)."

what I wanted to ask.. does my letter of nomination stand as approval of first stage approval?

and why can't I apply for my work permit while I am still here on visitor status?

I think when you have already applied for a PR you get an AOR, which is Acknowledgment of Receipt, I believe that is what they are asking for. I am not sure about how that works. I guess you can try to fill up "Application Within Canada for WP". See if that helps.
