Applying for visitor visa for my wife while Im on a post graduate work permit

I am currently on an open work permit(post graduate work permit) and am married. Would like to have my wife join me. She had a visit visa rejection once before prior to getting married.
I would like to apply for a visitor visa for her right away but I am not sure if this will be rejected or not. I would also like to know if anyone has any experience with this situation and also what documentation might be required. She is currently working in India.

Why was she refused the first time? What has substantially changed since that refusal?

Be aware that if "ties to homecountry" were an issue before, now that you are married that reason prevails and will be harder to overcome.
